MHJ Forensic Services are specialized programs which support individuals with serious mental health issues who have been found Not Criminally Responsible (NCR) by the courts, and are thus under the jurisdiction of the Ontario Review Board (ORB).

are specialized programs which support individuals with serious mental health issues who have been found Not Criminally Responsible (NCR) by the courts, and are thus under the jurisdiction of the Ontario Review Board (ORB). These individuals are either residing in a forensic inpatient unit at the Centre for Addiction and Mental Health (CAMH), and have been granted community living privileges in their ORB Dispositions, or they are already living in the community. The goal is to prevent future hospitalizations and involvement with the criminal justice system, balancing community safety with quality of life and autonomy for the individual. Our Forensic Services are delivered in partnership with CAMH, and the Transitional Case Management Program is also offered in partnership with Reconnect Mental Health Services. CMHA Toronto offers the following Forensic Services:
The Transitional Case Management (TCM) Program
provides intensive case management services to forensic clients, promoting recovery and helping them to safely re-integrate into the community. Focusing on skill development, psychosocial rehabilitation and relapse prevention, Transitional Case Managers (TCMs) link clients with community mental health services, and support them in adhering to the conditions of their Dispositions, which are legal orders issued yearly by the ORB. Once clients have been able to successfully re-establish themselves in the community they can be served by a range of community-based programs. However they will still require the specialized services of a forensic designate as long as they are under the ORB.
Transitional Rehabilitation Housing Program (TRHP)
provides supportive housing in a CMHA-operated building to forensic clients. TRHP provides 24/7 support, including intensive case management services which focus on recovery, skill building and risk management. Clients remain in the program until they are able to live successfully in permanent housing with appropriate community supports.
Who are Forensic Services for?
• Individuals who are living with serious mental health issues
• Individuals who are under the Ontario Review Board (ORB) as a result of being found Not Criminally Responsible (NCR), and who have been granted community living privileges in their Disposition.
How do you apply for Forensic Services?
• Referrals can only be accepted from CAMH’s Law & Mental Health Program
